Culture Futures Lab
In an era defined by geopolitical instability, climate crises, and rapid digital transformation, the cultural sector stands at a critical juncture. The old models of arts management and planning are no longer sufficient. The Culture Futures Lab is a pioneering initiative designed to meet this moment. It is a transdisciplinary research and action hub that aims to equip cultural leaders, policymakers, and communities with the foresight, tools, and collaborative networks to navigate uncertainty and build resilient, inclusive, and vibrant cultural ecosystems for the future.
Hosted by LASALLE, University of the Arts Singapore, the Lab operates at the nexus of cultural policy, data analytics, technological innovations, and speculative design. We believe that the future is not a predetermined destination to be predicted, but a plurality of possibilities to be actively shaped. Our work is grounded in the understanding that data and technology, when guided by ethical principles and participatory methods, can be powerful allies in this process. We bridge the gap between theoretical research and practical application, developing adaptable frameworks that help cultural practitioners harness the power of predictive analytics and scenario planning without sacrificing artistic or social values.

Flagship VR Project Echoes of the Bay is participating in 2026 Ars Electronica Festival
Since 1979, Ars Electronica has stood as the world's largest and most prestigious media arts festival, pioneering digital transformation and its profound impact on society. Operating at the nexus of technological innovation and participatory prototyping, the transdisciplinary Culture Futures Lab was invited to present its legendary VR project, Echoes of the Bay, as part of the Campus Exhibition at the 2026 Ars Electronica Festival.
Co-funded by the Our Singapore Fund under the MCCY, Echoes of the Bay was designed in 2025 to commemorate Singapore's 60th year of Independence by reimagining archival practice and community engagement through immersive VR technology. The installation was proudly showcased at the Singapore Night Festival and Singapore Design Week and was featured at the 2025 Meaningful VR Conference at UC Davis, USA, and the 12th International Digital Storytelling Conference in São Paulo, Brazil. Hosted by the University of the Arts Linz at 2026 Ars Electronica, Echoes of the Bay will welcome international visitors to step into a serene digital bay, where they navigate between “story-boats, ” listen to intimate oral testimonies, and view 3D sketches. VR facilitators will engage participants to become creators of their own stories of migration or belonging, contributing into the VR installation in real-time.

Community-Driven Future Prototyping
At Culture Futures Lab, our incubators are vibrant community gatherings designed to bring transformative projects back to the grassroots for collaborative future prototyping. We believe the future is something we build together. To make this happen, we actively co-design these environments alongside international scholars, futurists, and cultural practitioners. Having already collaborated with researchers from South Korea and Germany, we are currently planning new joint incubators with scholars across Europe and the Asia-Pacific region.
Global Footprint & Site Invitations
Geography is no barrier to our mission. After organizing highly successful incubators in Singapore and Hong Kong, we are expanding our footprint to Beijing and Dubai. Our teams are eager to travel regionally, and we want to be invited to your specific site. We are ready to dive into entirely new communities, cross borders, and redefine public spaces through collaborative, on-the-ground experimentation.

Hacking the Asian Waves: Shaping Cultural Flows in the Global Cultural Imagination
This incubator addresses the multipolar realignment of cultural power within the global creative economy. Participants will engage in methodologically rigorous foresight and speculative prototyping of cultural flows emanating from three regional powerhouses: China, Japan, and South Korea. By deploying emergent technologies—including Virtual Reality (VR), knowledge graphs, and predictive analytics—the incubator models, stress-tests, and refines resilient cultural strategies. Through dedicated research sprints led by international experts, the program interrogates topics ranging from the participatory remediation of Chinese motifs and the data-driven mapping of anti-Hallyu geographies to the computational analysis of anime's visual grammar. Our fundamental objective is to empower participants to actively navigate the global creative frontier, ensuring Asian cultural forms transcend algorithmic circumscription to achieve agentic circulation.

Co-designing Urban Futures
We believe that cities and public spaces should be shaped by the people who inhabit them. This research pillar focuses on cultural placemaking, participatory urban design, and socially engaged arts that actively transform local environments. We investigate how grassroots communities can work alongside creative practitioners to reclaim, imagine, and redesign their neighborhoods, turning shared spaces into inclusive cultural landscapes.
Revitalising Heritage
To build resilient futures, we must preserve and cherish our roots. This area of inquiry explores innovative frameworks for heritage revitalization, blending critical cultural preservation with emerging technologies. We focus on safeguarding intangible cultural heritage, digital folklore, and community memory. By protecting these foundational narratives, we ensure that as societies rapidly evolve, their unique cultural identities remain vital, dynamic, and integrated into tomorrow's social fabric.
Re-imagining the World
Positioned at the convergence of global volatility and systemic change, this pillar addresses pressing global challenges—from climate change and sustainable development goals (SDGs) to geopolitical shifts and economic turbulence. We utilize data modeling, policy analysis, and strategic scenario planning to investigate how cultural resilience mediates global crises, challenges Western-centric developmental biases, and drives systemic policy action.

Designing an Open-Source, Proxy-Driven, AI-assisted Data Model for the UNESCO's SDG Cultural Indicators Framework
This project aims to transform how the United Nations' Sustainable Development Goals (SDGs) capture the impact of culture. While culture is recognized as a vital driver of global sustainability, tracking its impact has been historically hindered by massive data fragmentation, regional resource constraints, and a critical "data vacuum" in the Global South. Current frameworks rely heavily on operationally demanding, qualitative reports that strain national capacities. To resolve this, the project is developing an alternative, lightweight data model for the UNESCO Culture | 2030 Indicators Framework. Rather than demanding primary data collection from Member States, this model relies entirely on open-source, publicly accessible global datasets. The project focuses on creating an interactive, global mapping and monitoring system. Through multi-layered GIS mapping, diverse non-traditional proxy indicators—ranging from environmental satellite data to labor statistics—will be visualized globally to intelligently estimate cultural vitality and fill structural information gaps. Tested across a diverse comparative framework in the Asia-Pacific region, this prototype will provide an accessible tool for policymakers, proving that culture's contribution to global sustainability can be systematically monitored, visualized, and actioned worldwide.
